Kudüs Nüfus Defterlerine Göre Kent Toplumu ve Mekân (1905-1917): Bab El-Halil Mahallesi Örneği

Öz

Osmanlı kentlerinde toplumsal kimliğin oluşumunda “mahalle mensubiyetinin” son derece etkili bir faktör olduğu bilinmektedir. Sosyal ilişkilerin oluştuğu ve geliştiği mahalle, toplumsal norm ve değerlerin üretilmesi ve devam ettirilmesi hususunda önemli bir işleve sahiptir. Herhangi bir kentte toplumsal kimliği analiz etmek için en başta mahalle yapısı irdelenmeli; mahallenin bileşen ve değişkenleri, iç ve dış hareketliliği, mahalleler arası geçirgenlik, ortaklık ve ayrışmayı belirleyen hususlar saptanarak değerlendirilmelidir. Mahalle yapısının analiz edilmesinin yollarından biri nüfus defterlerini incelemektir. İsrail Devlet Arşivleri’nde bulunan Kudüs Nüfus Defterleri, 1881 (H. 1299), 1905 (H. 1321) ve 1914 (H. 1332) tarihlerinde yapılmış sayımları kapsamakta olup, toplam 463 adettir. Bu defterlerden 73 adedi Kudüs kent merkezine aittir. Kudüs Nüfus Defterleri, kentin mahallelerine ilişkin bilgileri “hane” özeline kadar indirgemeye yardımcı olmakta, mahallelerin demografik ve sosyal yapısı hakkında benzersiz veriler sunmaktadır. Farklı tarihlerde gerçekleştirilen nüfus sayımlarının karşılaştırılmalı olarak analiz edilmesi suretiyle demografik yapının değişen yönleri takip edilebilmekte, ayrıca Kudüs kentine gerçekleştirilen kırsal, bölgesel ve uluslararası göçlerin portresi çıkarılabilmektedir. Bu çalışma, 19. yüzyılın son çeyreğinden itibaren “kentin yeni merkezi” olarak sivrilmiş olan Yafa Kapısı etrafında gelişen Bab el-Halil mahallesine ait 1905-1917 (H. 1321-1333) tarihli 8 adet nüfus defterini incelemekte; nüfus defterlerindeki verilerden hareketle oluşturulan grafiklerin değerlendirilmesi suretiyle mahallenin nüfus yoğunluğu ve göç portresini; mahalle sakinlerinin etnik ve dini mensubiyetlerini, medeni durumlarını, mesleklerini ve meskenlerini analiz etmektedir.
