“Sâye-yi Hümayununun Âtıfetine Tamah Edenler”: Osmanlı Bürokrasisinin Arz-ı Filistin’e Yahudi Göçü Tahayyülünün Sınırları (1876-1904)
Abstract
Bu makale, merkezi Osmanlı bürokrasisinin, (1881-1904) yıllar arasında coğrafi Filistin'in topraklarına yapılan ve birçok yöntemi ve arka planı taşıyan ilk Yahudi siyasi göçüne yönelik zihniyetini inceleyerek, Filistin meselesinin kökenini ve tarihini incelemeyi amaçlamaktadır. Bu, 1876-1904 yılları arasındaki araştırma dönemi ve çevresi içinde, yönelimleri ne olursa olsun, Osmanlı yönetiminin en önemli Yahudi şahsiyetlerinden o dönemde aldığı Osmanlı arşiv belgelerinin incelenmesiyle yapılmaktadır. Bu belgelerin içerikleri ve bağlamları birinci bölümde incelenecektir. İkinci bölümde Osmanlı yönetiminin bu göçlerle ilgili aldığı en önemli tedbirler ele alınacak ve bunların mahiyeti araştırılmaya çalışılacaktır. Üçüncü bölümde ise, bu tedbirleri çevreleyen “zihinsel ortamı” (l'univers mental) keşfetmeye ve Filistin meselesine dair bu farkındalığın oluşum aşamalarını ve çalışma süresi boyunca bunun kademeli olarak eklemlenmesini anlamaya ayrılacaktır.

"Those Coveting the Sympathy of His Imperial Shadow: Boundaries of the Ottoman Bureaucracy’s Imagination of Jewish Immigration to the Land of Palestine (1876-1904)
Abstract
This paper attempts to delve into the origin of the history of the Palestinian issue by examining the mentality of the central Ottoman bureaucracy through one of its most important representations. That is, the first political Jewish immigration to geographic land of Palestine in the period (1881-1904), as a political migration, it has multiple methods and backgrounds. This is done by studying the Ottoman archive documents received by the Ottoman administration at that time from the most important Jewish figures, regardless of their orientations, within the research period and its surroundings between the years 1876-1904. These documents and their context will be reviewed in the first section. In the second section, the most important measures taken by the aforementioned administration regarding these migrations will be discussed, and an attempt will be made to explore their nature. The third section will be devoted to discovering the “mental milieu” (l'univers mental) surrounding these procedures and trying to understand the formation stages of this awareness of the Palestinian issue and its gradual articulation over the period of study.

الطامعونَ بِعطفِ ظلّهِ الهُمايونيّ”: حدود تصور البيروقراطية العثمانية للهجرة اليهودية إلى أرض فلسطين (1876-1904)"
Abstract
ملخص: تحاول هذه الورقة الخوض في منشأ القضية الفلسطينية وتاريخها عبر فحص ذهنية البيروقراطية العثمانية المركزية من خلال أحد أهم تمثّلاتها، أي الهجرة اليهودية السياسية الأولى إلى فلسطين الطبيعية في الفترة (1881-1904)، باعتبارها هجرة سياسية لها أساليب وخلفيات متعددة. وذلك من خلال دراسة وثائق الأرشيف العثماني الواردة للإدارة العثمانية آنذاك من أهمّ الشخصيات اليهودية على اختلاف توجهاتهم ضمن فترة البحث ومحيطها بين عامي 1876-1904. وسيتم هذا عبر استعراض تلك الوثائق وسياقها ضمن المبحث الأول. وفي المبحث الثاني ستُناقش أهمّ الإجراءات التي قامت بها الإدارة المذكورة تجاه تلك الهجرات ومحاولة استكشاف طبيعتها. وسيُخصص المبحث الثالث لاكتشاف "المحيط الذهني" (l'univers mental) المكتنف لتلك الإجراءات ومحاولة فهم مراحل تشكّل هذا الوعي بالقضية الفلسطينية وتمفصله التدريجي عبر فترة الدراسة.
