CIA Raporlarında Filistinliler ve Filistin Siyaseti
Abstract
Bu çalışmada istihbarat raporlarının güncel jeopolitik ve siyasal gelişmelere yaklaşımının bir örneği olarak Diasporadaki Filistin siyaseti ele alınmıştır. Filistinlilerin 1948 sonrası tüm Ortadoğu’ya yayılması sonucunda bölgede önemli pozisyonlarda yer alan Filistinli bir elit tabakanın oluştuğu görülmektedir. Filistinli elitlerin siyasi, sosyal ve iktisadi sermayelerini derinleştirip genişletmeleri, bölge siyasetinde önemli bir aktör olmalarını da sağlamıştır. Bu süreçte Amerika Birleşik Devletleri’nde 1983-1987 yılları arasında Filistinli mültecilerle alakalı bir dizi istihbarat raporu düzenlenmiştir. “Körfez’de Filistinlilerin Varlığı” isimli birinci raporda, Körfez ülkelerinde Filistinlilerin toplumsal ve siyasal konumlarına değinilmektedir. “Lübnan: Filistinlilerin Büyüyen Güçleri” isimli ikinci raporda ise 1982 yılında İsrail’in Lübnan’ı işgal etmesi sonrasında Filistinli elitlerin Lübnan’da yarattığı toplumsal huzursuzluğun genel çerçevesinden bahsedilmiştir. “Moskova ve FKÖ’deki Kriz” başlıklı son raporda ise SSCB yönetiminin Filistin Kurtuluş Örgütü’nde kendine müzahir gruplar yaratma konusunda gösterdiği iradeye ve buna yönelik attığı adımlara odaklanılmıştır..
