7 Ekim’den Esir Takaslarına Türkiye Parlamentosu’nda Hamas’ın Siyasi Görünümü

Abstract

Filistin meselesi, dünyanın birçok ülkesinden farklı olarak Türkiye için hem Türk siyasal hayatının hem de Türk dış politikasının öncelikli konu başlıkları arasında yerini almaya devam etmektedir. Bu meselenin son dönemdeki en can alıcı örneğini Hamas’ın 7 Ekim 2023’te başlattığı saldırılar ve devamında İsrail’in Filistin’in Gazze kenti ve çevresinde başlattığı yıkım ve katliam süreci oluşturmuştur. Hal böyleyken en son 2006’da düzenlenebilen Filistin’deki genel seçimlerde sandıktan birinci çıkan Hamas, yalnızca askeri kanadı ile değil demokratik alanda siyasi parti hüviyeti ile de öne çıkabilmiş bir aktördür. Bu noktada Türkiye’deki siyasi partilerin aynı zamanda bir siyasi parti olan Hamas’a ilişkin yaklaşımlarının 7 Ekim’de başlayan süreçte daha belirgin bir anlam kazanmaya başladığı açıktır. Bu nedenle Türkiye’de ilk defa Türkiye’deki siyasi partilerin Hamas’a ilişkin yaklaşımlarının bir arşiv incelemesi ile ortaya koyulması amaçlanmaktadır. Böylece Türkiye’deki siyasi partilerin Filistin meselesinin bir parçası olarak yeniden gündeme gelen ve uluslararası düzeyde de önem taşımaya devam eden Hamas’ın güncel ve spesifik bir vaka ve süreç bağlamında incelenmesine çalışılacaktır. Çalışmanın veri setini TBMM’nin 10 Ekim 2023 – 26 Şubat 2025 tarihleri arasındaki tüm Genel Kurul tutanakları oluşturmaktadır. Bu bağlamda TBMM Genel Kurul’undaki tüm siyasi parti gruplarının temsilcilerince “Hamas’la doğrudan ilişkili olarak” gündeme getirilen ve tartışılan tüm hususlar, MAXQDA veri paneli uygulamasından yararlanılarak betimlenmiştir. Ortaya çıkan bulgular çalışmanın ana ve alt başlıklarının tasarlanmasına ve analiz edilebilmesine olanak sağlamıştır. Bu doğrultuda Hamas’ın “7 Ekim Saldırılarını düzenlemesi” ile “meşruiyeti ve misyonu” olmak üzere iki ana kategori üretilirken çalışma bulgularının ulaştığı en belirgin ve en genel sonuç şudur: Uluslararası bir kurum olan AB’nin ve başını ABD’nin çektiği pek çok dünya devletinin “terör örgütü” olarak nitelendirdiği Hamas’ı, 7 Ekim Saldırıları sonrasında dahi TBMM’de “terör örgütü” olarak nitelendiren veya tanımlayan hiçbir siyasi parti grubu veya temsilcisi olmamıştır. Sözün özü Türk siyasetinde Hamas, Filistin’in bir parçası olan Gazze’de Filistin meselesinin kritik bir siyasal aktörüdür.

Hamas’ Political Appearance in The Turkish Parliament from October 7 to The Prisoner Exchanges

Abstract

Unlike many countries in the world, the Palestinian issue continues to be among the priority topics of both Turkish political life and Turkish foreign policy for Turkey. The most striking example of this issue in recent times has been the attacks launched by Hamas on October 7, 2023, and the subsequent destruction and massacre process launched by Israel in and around Gaza, Palestine. In this case, Hamas, which came first in the general elections held in Palestine in 2006, is an actor that has been able to stand out not only with its military wing but also with its political party identity in the democratic arena. At this point, it is clear that the approaches of political parties in Turkey towards Hamas, which is also a political party, have begun to gain a more distinct meaning in the process that began on October 7. Therefore, for the first time in Turkey, it is aimed to reveal the approaches of political parties in Turkey towards Hamas through an archive review. Thus, an attempt will be made to examine Hamas, which has re-emerged as part of the Palestinian issue of political parties in Turkey and continues to be important at the international level, in the context of a current and specific case and process. The dataset of the study consists of all the General Assembly minutes of the TBMM between October 10, 2023 and February 26, 2025. In this context, all issues brought up and discussed by representatives of all political party groups in the TBMM General Assembly “directly related to Hamas” were described using the MAXQDA data panel application. The findings that emerged allowed the design and analysis of the main and subheadings of the study. In this direction, two main categories were produced as Hamas’ “organization of the October 7 Attacks” and “legitimacy and mission”, while the most obvious and general conclusion reached by the study findings is as follows: Hamas, which is described as a “terrorist organization” by the EU, an international institution, and many world states, led by the USA, has not been described or defined as a “terrorist organization” in the TBMM even after the October 7 Attacks. In short, in Turkish politics, Hamas is a critical political actor of the Palestinian issue in Gaza, which is a part of Palestine.
