KAMU YÖNETİMİ VE POLİTİKALARINDA KÜLTÜREL ÇEŞİTLİLİK KAVRAMI

Öz

Çalışma, kültürel çeşitlilik ve kamu yönetimi alanındaki önemli kavramları incelemektedir. Kültürün tanımı, gruplar arası ilişkiler, kamu politikaları ve hizmetler üzerindeki etkileri ele alınmaktadır. Ayrıca, farklı kültürlerin bir arada yaşama biçimleri ve bu çeşitliliğin yönetilme yaklaşımlarını irdelemektedir. Kültürel çeşitliliğin, insan nüfusu, toplumlar ve örgütler arasında farklılık gösteren bilgi, anlam ve uygulamaların bir arada var olma eğilimini yansıttığı vurgulanır. Kültürel farklılıkların yapısal yönleri ve kültürlerarası etkileşim biçimleri açıklanırken, kültürel çeşitliliğin kavramsallaştırılmasının ideolojik farklılıkları da yansıttığı belirtilir. Çok kültürlülük, çoklu kültürlülük ve kültürleşme gibi terimler de tartışılır. Çalışmada, kültürel çeşitliliğin olmazsa olmaz bir bileşeni olarak kültürel özgürlük vurgulanır. Farklı kültürel grupların kimliklerini koruma haklarına dikkat çekilirken, kültürlerarasılık kavramı da ele alınır. Bu bağlamda, kültürlerarasılığın kültürel çeşitliliğin kabul edilmesi ve uyumun önemini vurguladığı ifade edilir.
Çalışmada, kamu yönetimi ve kamu politikası bağlamında kültürel çeşitliliğin önemi vurgulanmıştır. Kamu yönetimi alanında kültürel yeterliliğin teşvik edilmesi ve kamu hizmetlerinin kültürel farklılıklara duyarlı şekilde sunulması gerektiği üzerinde durulmuştur. Çalışma, kamu yönetimi ve kültürel çeşitlilik arasındaki ilişkiyi geniş bir bakış açısı ile ele alarak farklı değerlendirmeleri bir araya getirir. Çalışma ile kamu yönetimi alanında yeni yaklaşımların geliştirilmesine ve kültürel çeşitliliğin yönetimi ile ilgili daha derin bir anlayış sağlayabilir.

The Concept of Cultural Diversity in Public Administration and Policies

Öz

The study examines key concepts in cultural diversity and public administration. It discusses the definition of culture, intergroup relations and their impact on public policies and services. It also examines how different cultures live together and approaches to managing this diversity. It emphasises that cultural diversity reflects the tendency for knowledge, meanings and practices to coexist in different human populations, societies and organisations. While explaining the structural aspects of cultural differences and forms of intercultural interaction, it is noted that conceptualisations of cultural diversity also reflect ideological differences. Concepts such as multiculturalism, multiculturalism and acculturation are also discussed. The study emphasises cultural freedom as an essential component of cultural diversity. While pointing to the rights of different cultural groups to protect their identities, the concept of interculturality is also discussed. It is argued that interculturality emphasises accepting cultural diversity and the importance of harmony.
Finally, the importance of cultural diversity in the context of public administration and public policy is highlighted. It states that cultural competence should be promoted in public administration and that public services should be culturally sensitive. The study states that cultural competence requires leadership, training and cultural awareness. The study brings together different assessments by examining the relationship between public administration and cultural diversity from a broad perspective. The study can provide a deeper understanding of the development of new approaches to public administration and cultural diversity management.
